another prototype model, this time 16b, apparantly the strange new emergent mental abilities it gets works on 16b, not just 19b, will have to test further..

note I only have this up for sharing with testers, I'd rather not see a lot of quants of this popping up all over huggingface, as there's a chance I might delete this later
